Stop Alleged Practice of Shooting Stray Dogs

A deeply troubling controversy has emerged after an animal rights organization filed a legal petition alleging that stray dogs have been shot and killed in and around nature preserves. According to data obtained by the organization, approximately 1,300 stray dogs were killed in 2025, an increase from 794 the previous year. The group claims that dogs found within or near protected areas have been shot under an official procedure that may permit lethal force.

The petition asserts that the “Procedure for Treating Feral Dogs” contradicts existing animal cruelty laws, rabies ordinances, and prior High Court rulings that require non-lethal measures to be exhausted before euthanasia is considered. The association has also referenced a prior incident at a military training base where around 30 dogs were allegedly killed. Advocates contend that veterinarians could capture and transfer stray dogs to municipal kennels as a humane alternative.

Humane management strategies, including capture, vaccination, and relocation, align with international public and animal health guidance. Immediate suspension of any ongoing shooting practices and comprehensive reform are necessary to ensure that animal protection standards are upheld.
