Target: Essam Issa Al Humaidan, Attorney General of Dubai, United Arab Emirates
Goal: Ensure that the individual accused of abandoning 18 cats inside a sealed villa without food, water, or air conditioning is prosecuted to the fullest extent of UAE law.
The villa stood silent for weeks. Behind locked doors, however, investigators say they found evidence of unimaginable suffering. Eighteen domestic cats had apparenntly been left trapped inside the unventilated house during the height of the summer heat. Five never made it out alive.
According to publicly reported information, property management staff entered the residence while preparing it for renovation and discovered the cats living in severe hoarding conditions. Investigators determined that the tenant had vacated the country weeks earlier after allegedly locking the animals inside without food, water, or air conditioning. By the time rescuers arrived, five cats had died from dehydration and heat stroke, while the surviving 13 were suffering from profound lethargy, severe muscle wasting, and dehydration requiring immediate veterinary intervention, according to reports. No court has determined criminal liability.
If the evidence ultimately supports these allegations, abandoning companion animals in an enclosed building during extreme temperatures represents a betrayal of the most basic duty of care. Cats confined inside a locked property have no ability to seek water, escape dangerous heat, or summon help.
Pursuing this investigation through every available legal avenue would demonstrate that alleged abandonment resulting in prolonged suffering and death carries serious consequences, regardless of where a suspect may travel.
PETITION LETTER:
Dear Attorney General Al Humaidan,
The discovery inside an abandoned villa has deeply disturbed animal advocates around the world. Investigators allegedly found numerous cats trapped inside a sealed residence where several died before help could reach them.
Authorities have identified the former tenant and are pursuing international measures while continuing to gather evidence. Those allegations remain subject to judicial determination and should be evaluated through veterinary reports, property records, witness testimony, and all available investigative findings.
Please ensure that, if the evidence ultimately supports the allegations, the identified former tenant is extradited or otherwise brought before the appropriate court to face prosecution under the UAE’s animal protection laws. Companion animals deserve legal protection from alleged abandonment that leaves them to suffer and die in isolation.
Sincerely,
