Cat Restrained and Thrown to Death From High-Rise: Demand Answers

Target: Chief Prosecutor, Tokyo District Public Prosecutors Office, Tokyo, Japan

Goal: Identify and prosecute whoever restrained a young cat before throwing the animal from a high-rise building to its death.

Someone walking beneath an apartment tower made a horrifying discovery: a young calico cat lying dead on the pavement. Veterinary examination revealed fatal internal trauma consistent with a fall from considerable height. More disturbing still, examiners discovered distinct bruising around the cat’s neck, suggesting the animal may have been forcibly restrained before being thrown from an upper-level balcony or window.

Tokyo Metropolitan Police have opened an animal cruelty investigation, but the person responsible remains unidentified. Forensic officers are examining the building exterior to determine the likely height and apartment column from which the cat fell. Investigators are also reviewing elevator surveillance recordings and residential keycard records. Neighbors who heard unusual disturbances around balconies during the relevant period have been urged to come forward. No court has determined that a criminal act occurred or established anyone’s liability.

Japan’s animal welfare legislation provides serious penalties for intentional killing. Every reasonable investigative avenue must be exhausted to identify the perpetrator and pursue appropriate prosecution.

PETITION LETTER:

Dear Chief Prosecutor,

The death of a young cat thrown from a high-rise deserves rigorous investigation and meaningful accountability. Veterinary findings indicate fatal injuries from a substantial fall alongside neck bruising consistent with prior restraint, raising serious concerns that the animal may have been deliberately thrown from the building. Keycard records, elevator surveillance, forensic analysis, and testimony from residents could help establish what happened that night. The disturbing evidence warrants a thorough investigation and appropriate prosecutorial attention.

Please ensure that, once the person responsible is identified, prosecution is pursued under the strongest applicable provisions of Japan’s Act on Welfare and Management of Animals. A defenseless cat subjected to terrifying final moments deserves justice.

Sincerely,
