Enforce Ban on Keeping Dangerous Wild Animals

Target: Ministry of Climate Change and Environment, United Arab Emirates

Goal: Enforce the nationwide ban on private ownership of dangerous animals to prevent suffering, illegal trade and public risk.

Authorities in the UAE have repeatedly warned that private ownership of wild, dangerous, and exotic animals is prohibited under federal law. Despite this, reports continue to surface of such animals allegedly being kept in private homes, posing serious risks to animal welfare, public safety, and the environment.

Federal Law No. 22 of 2016 strictly regulates the possession, trade, and import of dangerous animals. It was introduced after a rise in cases involving predators and other high-risk species confined in inappropriate and harmful conditions. Only licensed entities such as zoos, wildlife parks, circuses, breeding centres, and research institutions are now permitted to keep these species, and private individuals are not allowed to own them under any circumstances. Violations allegedly carry heavy penalties, including fines reaching hundreds of thousands of dirhams, possible imprisonment, and mandatory confiscation of the animals involved.

When dangerous animals are kept illegally, they often suffer from stress, neglect, and unsuitable living environments while also endangering human lives. Robust enforcement is essential to ensure this law fulfills its purpose. This petition calls for consistent inspections, public reporting mechanisms, and strict application of penalties to deter illegal ownership and protect animals from alleged mistreatment.

Dear Ministry Officials,

We are writing to express concern over ongoing reports that dangerous and exotic animals may still be kept in private ownership despite a clear nationwide prohibition. Federal Law No. 22 of 2016 was enacted to protect animal welfare and public safety, yet continued alleged violations undermine its intent.

Animals classified as dangerous often suffer when confined outside licensed facilities, facing inappropriate housing, stress, and neglect. The law already provides strong penalties, including fines, imprisonment, and confiscation, but these measures are only effective when consistently enforced.

We respectfully urge your ministry to strengthen enforcement efforts, increase inspections, and encourage public reporting of suspected violations. Please ensure that the protections set out in law are fully realised so animals are not allegedly subjected to suffering and communities remain safe.
