Reportedly Beaten and Choked Dog at Salon Deserves Swift Accountability

Target: Xu Kunlin, Governor of Jiangsu Province, China.

Goal: Fully investigate the grooming-salon video that allegedly shows a Shiba dog being struck, choked, and taunted, and impose maximum available penalties, including license revocation and mandatory protections to prevent repeat harm.

Hidden-camera style footage shared on social media reportedly shows a groomer forcing a Shiba dog’s mouth shut, wrapping an arm around its neck, and hitting the animal in the head with an open hand and a stick. The dog’s front legs were allegedly yanked while it howled. During the same clip, the worker purportedly hurled anti-Japan insults at the cowering animal. Viewers say the dog appeared terrified and desperate.

As reported, the video spread quickly online and drew widespread outrage. Some commenters defended the conduct while others demanded action. Media accounts indicate there has been no official apology, and authorities have not publicly announced penalties tied to this incident.

This petition seeks urgent intervention to identify the individuals involved, verify the facts, and ensure immediate safeguards for animals in grooming facilities. This case demands a strong response that prioritizes animal safety. Provincial authorities can direct market-regulation, public-security, and local administrative agencies to investigate businesses, suspend or revoke relevant permits where evidence warrants, require staff retraining, and step up inspections. The goal is simple. If the reported abuse is substantiated, enforce the strongest available consequences and put preventive measures in place now.

PETITION LETTER:

Governor Xu Kunlin,

We are deeply concerned by a widely shared video that reportedly shows a grooming-salon worker restraining a Shiba dog by the muzzle and neck, striking the animal in the head, and pulling its legs while the dog howls in distress. The same clip allegedly includes taunts tied to the dog’s Japanese origin. The images suggest a serious risk to animal welfare inside a commercial setting that should be safe.

We respectfully request a full, transparent investigation by the appropriate provincial and municipal authorities. If the evidence confirms violations, please direct immediate administrative penalties, including license suspension or revocation, fines permitted by law, mandatory staff retraining, and unannounced inspections of similar facilities. Clear guidance on humane handling, posted complaint hotlines, and rapid response protocols would help deter future incidents.

We urge your office to make this a model case. Where wrongdoing is substantiated, apply the maximum available consequences and require enforceable safeguards so animals are protected every day, not only when a video goes viral.

Sincerely,

[Your Name Here]
