Target: B. Shivadhar Reddy, Director General of Police, Telangana State Police, Hyderabad, India
Goal: Ensure a full investigation and pursue all lawful penalties if the evidence supports allegations that more than one hundred community dogs were captured with wire nooses and unlawfully relocated in violation of animal protection laws.
More than one hundred community dogs vanished from their familiar neighborhoods in what investigators believe may have been a coordinated capture operation. According to official records, the Dharmasagar Police Station registered a First Information Report after receiving video evidence that seemingly showed dogs being forcibly restrained with wire nooses before being loaded into transport vehicles.
According to investigators, the animals were caught one after another using restrictive wire loops before being crammed into enclosed transport vans with little or no ventilation. Authorities further alleged that the operation was carried out on the instructions of local panchayat officials, despite a recent Supreme Court judgment that prohibits the relocation of community dogs. Police have registered a case against four individuals under the Bharatiya Nyaya Sanhita and the Prevention of Cruelty to Animals Act.
Detectives are now attempting to locate the missing animals and determine whether any died or suffered injuries during the alleged roundup. Animal welfare organizations, including PETA India and the Stray Animal Foundation of India, are assisting investigators. No court has determined criminal liability, and no criminal penalties have been imposed.
If the evidence establishes that community dogs were captured and relocated in violation of the law, meaningful accountability would be appropriate. Community animals are protected by law and by judicial precedent. Strong enforcement is essential to discourage similar alleged conduct and ensure that future animal control measures comply with humane and lawful standards.
PETITION LETTER:
Dear DGP Reddy,
Authorities opened a criminal investigation after video footage appeared to show more than one hundred community dogs allegedly restrained with wire nooses and transported away from their established territories. Investigators alleged that the capture operation may have violated both the Prevention of Cruelty to Animals Act and a recent Supreme Court ruling governing the treatment of community dogs. Those allegations remain subject to judicial determination and should be evaluated through due process and careful review of all available evidence.
Please ensure that this investigation receives every available investigative resource and that, if the evidence ultimately supports the allegations, all appropriate criminal penalties are pursued against the four individuals already named in the case. If investigators establish that these community dogs endured unlawful capture, relocation, or preventable suffering, meaningful accountability should follow under Indian law.
Sincerely,
