Café Owner Apparently Caught on Video Throwing Cats Against Walls: Demand Justice

Target: Pol. Gen. Kitrat Phanphet, National Police Chief, Royal Thai Police, Thailand

Goal: Ensure prosecution of the individual allegedly seen on video hitting, kicking, throwing, and dragging cats at a cat café.

A video that circulated widely online seemingly showed the owner of a Bangkok cat café walking through a room full of cats, hitting some with his hand and foot, throwing one against a wall, and dragging it across the floor — all while no customers were present. The footage sparked widespread public outrage and prompted a formal complaint to Bang Khen police by an animal welfare organisation. When authorities inspected the premises, the owner stated he had permanently closed the café and expressed willingness to cooperate with investigators.

A willingness to cooperate with investigators does not excuse what was allegedly captured on video. Thailand’s Prevention of Animal Cruelty and Provision of Animal Welfare Act exists specifically to protect animals from deliberate physical abuse. The Royal Thai Police must ensure that the formal complaint is acted upon, that charges are filed, and that the willingness to close the café is not allowed to substitute for legal accountability.

We are writing to urge your office to ensure criminal charges are filed against the individual allegedly captured on video hitting, kicking, throwing, and dragging cats at a Bangkok cat café.  formal complaint was filed with Bang Khen police by the Watchdog Thailand Foundation following the circulation of footage that reportedly showed the café owner committing these acts while alone with the animals.

The behaviour allegedly captured in this video is seemingly not ambiguous. The fact that the owner has reportedly closed the café and expressed willingness to cooperate does not erase what was allegedly documented on film. A formal complaint has been filed; it must be acted upon.

We respectfully urge your office to direct Bang Khen police to proceed with charges under Thailand’s animal welfare legislation against the individual allegedly shown in this footage, and to treat this case with the seriousness that documented animal abuse demands.
