  1. High kill shelters must be abolished. A way of doing this is to impose an immediate freeze on abusers assets, followed by seizure of items of value to cover the cost of caring for the animal until rehoming, and if there isnt sufficient funds by this, a levy upon their wages or welfare until the costs are met. These degenerates need a hard lesson that actions have consequences, and losing all their toys and a chunk of their income just might permeate through their dense skulls into the withered raisin that occupies the area where a brain should be. That way, high kill can be closed as the costs of animal care would be covered, however long it takes
