  1. There needs to be a registry for animals abusers. This needs to be public and follow these people in everything they do, every loan they try to acquire, homes they may want to buy. In other words abusers will pay privately and publicly for the harm they bing to animals. Follow this with never being able to have any animals, or be around animals at all, for the rest of their sorry lives. It is a fact people who abuse animals move on the murder as they need an outlet for their aggression and temper. Society should not have to have this type of individual living among them.
