Rocky’s death during a dog-catching operation has become a test of accountability. A council volunteer allegedly strangled the dog with a looped rope outside a home. A woman identifying herself as Rocky’s owner is separately accused of pulling him while the rope encircled his neck, allegedly causing unnecessary suffering. Both have pleaded not guilty to animal cruelty charges.
The charges were reported in August 2026. Separately, advocates allege councils demanded RM1,000–RM2,000 to reclaim dogs, sometimes allowing only 15 minutes before euthanasia. Lawyer Rajesh Nagarajan argues applicable administrative fees are roughly RM10; councils defend the higher sums as lawful compounds. That dispute does not itself prove extortion or establish responsibility for Rocky’s death.
Enforcement must protect animals; a fatal capture deserves careful examination of everyone’s actions. The case must turn on reliable evidence. Demand a thorough prosecution, meaningful punishment for proven cruelty, and referral of any independently substantiated financial misconduct to the appropriate investigators.
