Thousands of animals were transported toward the Chinchali Jatra festival under conditions that caused widespread suffering. Animal welfare investigators reported that many bulls and horses were compelled to walk or pull heavy loads for hundreds of kilometers in extreme weather, without adequate water, rest, or veterinary care. Witnesses observed animals collapsing from exhaustion, while others suffered fractured limbs, bleeding wounds, and severe dehydration. Investigators say some handlers used prohibited spiked implements and electric prods to force weakened animals to keep moving. The individual handlers have not been identified, but authorities have begun preventive measures, including enforcement workshops and highway checkpoints, to intercept anyone violating animal transport laws going forward. No court has determined criminal liability, and no penalties have been imposed.
This goes beyond isolated misconduct. What investigators describe amounts to a systemic failure in how working animals are transported to large public events. Festivals and cultural traditions don’t have to come at the cost of humane treatment. Strong enforcement of existing transport regulations, prompt intervention when abuse is suspected, and real accountability for whoever is responsible are essential to protecting these animals rather than exploiting them.
