The environment seemingly created unsafe and unhealthy conditions for both animals and occupants and reflected a prolonged state of deterioration rather than a recent or temporary situation.

A dog was reportedly confined to a small cage without access to food. Additional animals were allegedly kept in unsanitary conditions, with some reportedly kept in cages without water. The conditions suggest prolonged neglect rather than a temporary lapse in care. Multiple species were affected, indicating a widespread pattern rather than an isolated issue or a single instance of inadequate attention.
