Brutal Animal Cruelty Cases Demand Reform

Target: Mickey Lai Kin-ming, Director of Agriculture, Fisheries and Conservation, Hong Kong

Goal: Strengthen enforcement and reporting systems for suspected animal cruelty cases.

Animal cruelty cases have shocked Hong Kong in recent years, with some incidents described as bloody, brutal and fatal. Officials have acknowledged that helpless animals may endure extreme cruelty, and public concern has grown as more suspected abuse cases come to light.

Ombudsman Jack Chan, whose office released a report on animal abuse to the government, described recent cruelty cases as horrifying and said such acts trample on the dignity of life. He also announced a direct investigation into how cruelty to animals is handled, stating the aim was to give voiceless animals protection and justice.

This petition calls for stronger enforcement, clearer investigation standards and faster action when suspected cruelty is reported. Animals cannot report abuse themselves. Their survival depends on public reporting, agency response and meaningful consequences when wrongdoing is confirmed.

Recent reports and official statements have highlighted public concern over cruelty to animals in Hong Kong. Some cases have involved extreme suffering and death, shocking residents and prompting calls for stronger protection.

The direct investigation into cruelty case handling is an important step. However, reform must lead to real changes in response times, case monitoring, evidence handling and public accountability. When an animal is abused, delayed or weak enforcement may allow suffering to continue.

We respectfully urge your department to implement stronger procedures for suspected cruelty cases, improve follow-up systems and ensure that confirmed offenders face meaningful penalties. The community has made clear that animal cruelty is intolerable. Hong Kong’s enforcement framework must reflect that standard.
