Demand Justice for Animals Abused in Homes With Child Welfare Cases

Nearly half of the reported animal cruelty cases in Connecticut during 2025 involved families with histories of child maltreatment, raising alarming concerns about the welfare of both children and animals in these households. The interrelationship between animal abuse and child maltreatment, often referred to as “The Link,” has been acknowledged by state officials, highlighting an urgent need for effective measures to address this pressing issue. With 44 of these cases linked to families already known to the Department of Children and Families (DCF), serious questions arise regarding the systemic failures that have allowed these situations to persist.

Fourteen of these animal cruelty cases were active DCF cases. The data reveals a substantial correlation between instances of animal abuse and broader patterns of family violence, making it imperative to pursue accountability and justice for the animals and children at risk in these scenarios. Strengthening punitive measures against those involved in such cruelty is essential for deterrence and for safeguarding the welfare of vulnerable populations.

To protect future victims of both animal and child abuse, decisive action and adequate repercussions for perpetrators are necessary. This petition demands that appropriate punitive measures be pursued against individuals involved in animal cruelty cases associated with known histories of child maltreatment, ensuring that these offenders face justice and that comprehensive systems are in place to prevent future abuse.
