Hold Repeat Animal Cruelty Offenders Accountable

Target: Abigail Spanberger, Governor of Virginia

Goal: Establish a statewide animal cruelty registry to protect animals and prevent future offenders from repeating their alleged atrocities.

The continuing failure to implement a statewide animal cruelty convictions list in Virginia is alarming and unacceptable. Despite being introduced 13 times since 2011, legislative efforts, such as House Bill 673, were once again halted, denying the necessary public accountability for individuals involved in heinous acts of animal cruelty, including torture, maiming, and killing. Individuals with a fixation on harming animals often adopt pets solely to inflict pain, leading to horrifying instances of abuse that remain untracked and unreported.

The proposed registry would have provided a publicly accessible database of individuals with felony convictions for cruelty, ensuring that the community is informed of those who have engaged in these brutal acts. Such a registry could not only serve as a deterrent for potential offenders but also protect innocent animals from being adopted by known aggressors. Virginia previously ranked as one of the worst states for animal protection, and without concrete measures in place to hold animal abusers accountable, the cycle of cruelty is likely to continue, putting countless lives at risk.

Immediate action is necessary to establish this registry. It is crucial for the safety of the community and the protection of animals that those with a history of violent behavior toward animals are made known. Demand change and push to ensure that every effort is made to support future legislation aimed at creating a comprehensive animal cruelty convictions registry.

PETITION LETTER:

Dear Governor Spanberger,

The repeated failures to establish a statewide animal cruelty convictions list in Virginia represent a serious oversight in protecting vulnerable animals and the community at large. Given that individuals with a propensity to harm animals have been known to adopt them solely for the purpose of inflicting cruelty, it becomes imperative to have a system that ensures these offenders are accountable and monitored.

Each year, efforts to create such a registry, including the recent House Bill 673, have been cast aside, despite overwhelming evidence suggesting that tracking animal cruelty can prevent future acts of violence. The FBI itself advocates for thorough reporting and monitoring of animal cruelty cases, highlighting the troubling link between animal abuse and future violence against humans. Failure to address this issue not only places innocent animals in harm’s way but also endangers the safety of communities as a whole.

We urge you to take immediate action to support the creation of a statewide animal cruelty convictions registry. This registry is not only necessary for public safety but is also a critical step in protecting the lives of countless animals throughout Virginia. It’s time to prioritize the welfare of animals and ensure that those who seek to harm them face the scrutiny they deserve.

Sincerely,
