A deeply disturbing incident has emerged from Biratnagar after a violent video circulated on social media allegedly showing a man sexually abusing a dog. The footage has triggered widespread public outrage and raised serious concerns about animal cruelty, public safety, and enforcement of existing laws. The suspect, identified as 60-year-old Dal Bahadur Rai, is apparently absconding, and police have intensified efforts to locate him.

According to reports from local residents and animal welfare activists, the abuse occurred repeatedly over a six-month period. The accused is reported to have brought multiple dogs to his residence, administered sleeping tablets to incapacitate them, and subjected them to sexual abuse before releasing them. Activists stated that the conduct was known in the neighborhood but went unchecked until video evidence surfaced. It has also been alleged that the dog shown in the video was pregnant, further intensifying concern.

Following the public release of the footage by journalists and animal rights advocates, the suspect reportedly fled Biratnagar. Police believe he may have traveled toward Ilam, though his mobile phone has been switched off.
