  3. This is not this monsters first time to abuse and will NOT BE HIS LAST time if authorities do not do their job!! If authorities do not do their job then they themselves will become animal abusers by being complicit and allowing this monster to reoffend over and over again and again!!

  4. Implement a life time ban and restraining order from being in presence of animals. This individual is a mentally disturbed individual and will next progress to abusing another human.
