Target: Mr. Kevin J Rambosk, Sheriff of Collier County, Florida, United States
Goal: Pursue a thorough investigation into the allegedly extreme neglect that led to euthanasia of a dog.
A 36-year-old man, Keith Evanick Lahey, was arrested by Collier County deputies in Naples Park, Florida after his dog, a 17-year-old Shih Tzu named Duncan, had been found in an alleged state of extreme neglect and had to be euthanized due to the severity of its condition.
Deputies responded to a report of animal abuse at Lahey’s home in 2020. Duncan was reportedly discovered confined in a cage under a boat, covered in dirt, feces, and urine. The dog’s fur was severely matted, and he exhibited signs of distress, including a visible bone on his front legs and difficulty breathing, as per reports. A veterinarian who examined Duncan stated the dog’s neglect, malnourishment, underweight condition, and decaying skin could likely be due to lack of care. The dog had to be euthanized.
The seemingly unimaginable suffering endured by Duncan is an appalling violation of ethical principles and animal welfare standards. Neglecting an animal to the point of extreme physical deterioration is not only a grave act of cruelty, but also a criminal offense. Such actions undermine the values of compassion and justice that society upholds. Demand action now.
PETITION LETTER:
Dear Mr. Kevin J Rambosk,
We are writing to express our profound shock and outrage regarding the recent case of reported neglect and euthanasia of a dog in Naples Park, Florida. The apparent suffering endured by the 17-year-old Shih Tzu named Duncan is a disturbing reflection of the inhumane treatment of animals.

What is in the water in Florida? Every day a new animal abuse horror story, if not 2-3 stories, comes out of Florida, might as well be Texas. This only stops when abusers are arrested, tried and properly punished and used as an example to others, give it a try, it can’t hurt.
Dear Mr. Kevin J Rambosk,
There are too many cases of animal abuse happening in Florida – what are the authorities waiting for to enforce a law whereby all transgresors spend at least 10 years in jail and also have to pay $10,000?
10 yrs. in jail + a @10,000 fine – c’mon!
What about the electric chair? It’s faster and cheaper!
Or a shot right after that piece of shit is proven guilty
what is going on in florida. they are surpassing alabama, texas and some other animal abuse capitals. they should just start killing these people. they can never be redeemed and they will take many more to the grave before they croak themselves.
That piece of filth needs to be put away. Until these monsters that keep torturing all of these innocent animals start doing some real time, and facing severe consequences, nothing will change. More and more suffering for these innocent animals every day. It is sickening.
$10,000.00 and 10years in prison might be just the ticket to tell these horrid people they will not escape punishment. If this were a known and required punishment I am sure we would see less torture and abuse.
I am amazed a dog who has been in a family for 17 years was treated in such a horrific manner. It[s sad and that’s an understatement. Stronger laws and effective punishment may be the only answer.
Animal abusers require mandatory instigation of the death penalty and nothing less.
