End Confinement of Dolphins in Tiny Tanks at “Swim-With-Dolphins” Attractions

Target: Neil Andrew Jacobs, Jr., Administrator of the National Oceanic and Atmospheric Administration

Goal: Demand appropriate punishment for alleged cruelty causing stress and suffering to dolphins in captive environments.

Dolphins, known for their intelligence and complex social structures, suffer immensely in swim-with-dolphins encounters. These tourist attractions, which involve forcing dolphins to interact with paying visitors, are believed to cause significant stress and disrupt the natural behaviors of these sentient beings. Facilities often confine dolphins in small tanks or makeshift lagoons, leaving them no option for escape from aggression or stressful encounters with humans, causing frustration and distress.

Facilities like the Aulani Resort in Hawaii and Hawks Cay Resort in Florida have announced they will no longer offer such encounters after facing scrutiny for promoting practices that compromise dolphin welfare. Reports of tearing dolphins from their families and forcing them to breed solely for profit illustrate a disheartening reality in the marine entertainment industry. Such practices highlight an urgent need for regulatory enforcement to prevent cruelty, as they fundamentally undermine the dignity and natural existence of these intelligent creatures.

All facilities still offering swim-with-dolphin attraction must put an end to this practice. The demand is clear: hold institutions accountable for their actions against these magnificent animals.

PETITION LETTER:

Dear Administrator Jacobs,

Recent reports have drawn alarming attention to the unethical treatment of dolphins in swim-with-dolphins encounters, where these intelligent animals are often subjected to confinement and undue stress. Facilities that promote these encounters frequently keep dolphins in inadequate conditions—confined to small pools, stripped from their natural habitats, and deprived of socialization opportunities with their families. The consequences of such practices include stress, frustration, and a compromised quality of life for dolphins, who in the wild would swim vast distances and engage in complex social interactions.

The tide is turning against these exploitative practices, and yet, accountability remains lacking. Allowing these practices to continue not only endangers the welfare of dolphins but reflects poorly on the industry as a whole, ultimately harming the reputation of the companies involved.

We urge you to take decisive action against those responsible for subjecting dolphins to captivity and to ensure that no facility is permitted to engage in such harmful practices in the future. It is imperative that the regulatory framework surrounding marine entertainment is strengthened to protect these sentient beings from needless suffering. The time for change is now.

Sincerely,
