A Florida woman who allegedly caused a hit-and-run incident ended her skirmish with law enforcement by facing animal cruelty charges. After Doris Sebastian reportedly fled from a crash, she apparently ended up in a community resident’s yard. The suspect was allegedly found wading in a backyard pool and, when discovered, Sebastian purportedly began attacking three dogs on the property. The animals were apparent victims of repeated hitting and stomping. Officers on-scene described Sebastian’s behavior as follows: “Her demeanor was that she was on scene, but almost like she wasn’t all there. She was compliant. She listened to the deputy’s orders.” Sebastian also reportedly had no criminal history. Three counts of aggravated animal cruelty followed.
This incident highlights how officers who interact with their communities on a daily basis can often spot hidden issues with suspects they encounter. Kentucky has taken notice of this important asset in law enforcement’s arsenal. Horrific instances such as a recent Louisville case in which parents were charged with both child abuse and animal cruelty inspired a proposed law. Under the bill known as Kyan’s Law, all of the state’s animal control officers would receive training to detect signs of child abuse or neglect in homes they visit.
