A serious animal cruelty case has drawn law enforcement action after a dog under a caregiver’s charge was reportedly tied to a metal chain and suffering from a severe skin infection and mange. According to reports, authorities arrested Jonathan Thomas Hernandez after the animal was located with advanced skin irritation and hair loss consistent with prolonged neglect.

The dog — later renamed Cooper by rescuers — was taken by a local rescue organization and brought to a veterinarian for urgent medical care. Rescue personnel described the dog’s eyes as unable to open at the time of rescue due to inflammation and infection, and noted ongoing treatment involving skin scrapings, injections, and pain management medication. Rescue advocates have emphasized that the dog’s condition did not develop overnight but over many months, highlighting the severity of the alleged neglect.
