Dog’s Tongue Severed and Left Bleeding on Street: Demand Justice

Target: Bernard Anthony U. Razon, City Prosecutor of Valenzuela City, Philippines

Goal: Find and punish person who brutally cut off a dog’s tongue.

Witness accounts and rescue statements describe a dog found along a city street with its entire tongue severed and bleeding. The incident seemingly involved deliberate mutilation. The animal, identified as Kobe by advocates, was discovered on Aratiles Street and required urgent care. The image that outraged the public was not an accident scene. It looked like calculated harm.

Animal protection groups emphasized that severing a dog’s tongue requires force and intent. They called the act sadistic. Officials have encouraged tipsters to come forward with information that could identify whoever is responsible. Community trust depends on a clear message. Cruelty will meet consequences.

The Philippines’ Animal Welfare Act and its amendments prohibit acts that inflict pain and suffering on animals. Enforcement matters. This case shows extreme cruelty and a serious public safety concern. Prosecutors should pursue all applicable charges, seek a penalty at the higher end allowed by law, and request a lifetime animal-ownership ban, mandatory counseling, and restitution for veterinary costs.

PETITION LETTER:

Dear City Prosecutor Razon,

We are writing about a dog named Kobe who was found bleeding on a public street after its entire tongue was cut off. Advocates and witnesses have characterized this as deliberate mutilation. The community is alarmed. People want accountability.

This incident appears to be extreme cruelty. It undermines public safety and community standards. It also violates the spirit of the Animal Welfare Act and its amendments that exist to prevent precisely this kind of suffering. Swift and visible action can deter the next act of cruelty.

We respectfully urge your office to pursue all applicable charges, seek a sentence that reflects the gravity of the offense, and request a lifetime ban on animal ownership, mandated counseling, and restitution for veterinary care. Please show that intentional cruelty will be met with decisive prosecution and strong penalties.

Sincerely,
