Sentencing should include lifetime bans on owning or supervising animals, mental-health evaluation where appropriate, unannounced compliance checks tied to probation, and restitution that covers veterinary treatment, boarding, and shelter costs. Clear outcomes will deter future harm and support overextended rescuers asked to stabilize animals from difficult scenes.
