Justice for 14 Dogs and Boa Constrictor Reportedly Left to Starve

Target: Laura Conover, Pima County Attorney, Arizona

Goal: Seek maximum penalties, restitution, and a long-term ban on animal ownership following reports that 14 dogs and a boa constrictor were left for days without food, clean water, or shelter.

Officers responded to assist animal welfare officials after discovering multiple dogs on an enclosed porch that had reportedly been left for days without food, clean water, or adequate shelter. Per reports, several dogs appeared thin and malnourished, and one was found deceased. While officials were on scene, the owner purportedly returned, briefly moved the dogs inside, took some away, and left without speaking to animal care personnel.

Police then located the owner, who was arrested and faces more than a dozen felony animal-cruelty counts. Fourteen dogs and a boa constrictor were rescued and are said to be receiving care. The described conditions—days without basic necessities and extreme confinement on an enclosed porch—apparently resulted in profound suffering and, for at least one dog, death.

These accounts demand a strong legal response that prioritizes animal welfare and community safety. Sign below to demand meaningful accountability- upon conviction-including jail time where warranted, strict probation, mandatory counseling, full restitution for veterinary and shelter costs, and a long-term prohibition on possessing or harboring animals. Anything less risks signaling tolerance for potentially severe neglect and abuse.

PETITION LETTER:

Dear District Attorney Conover,

Reports indicate that officers and animal welfare officials encountered 14 dogs and a boa constrictor that had been left for days on an enclosed porch without food, clean water, or proper shelter, with one dog found deceased. Several dogs reportedly appeared thin and malnourished. While officials were present, the owner purportedly returned, moved some animals, departed without engaging with authorities, and was later arrested.

The suffering alleged here is severe: prolonged deprivation of basic necessities, extreme confinement, and a tragic death. These circumstances, coupled with the reported number of animals involved, suggest a pattern of cruelty and neglect that merits a vigorous prosecutorial approach.

We respectfully urge your office to pursue this case to the fullest extent of the law and, upon conviction, to seek penalties that reflect the gravity of the reported harm—jail time where appropriate, substantial fines, restitution for all veterinary and shelter expenses, mandatory counseling, and a long-term prohibition on owning or harboring animals. Such action will help secure justice for the animals and deter future cruelty.

Sincerely,

[Your Name Here]
