Dog Allegedly Hurled from Fourth-Floor Window: Demand Prosecution

Goal: Pursue the maximum criminal sentence, lifetime animal-ownership ban, and compulsory counseling for the individual who allegedly threw a dog from a fourth-floor window.

A small dog reportedly plummeted four stories after a woman threw the animal from an apartment window when its rightful guardian came to reclaim it. Miraculously, the dog survived, but witnesses say the pet could easily have suffered broken bones, internal wounds, or death. Police have opened an animal-cruelty case under Article 299 of Ukraine’s Criminal Code.

According to investigators, the 42-year-old suspect had found the dog on the street and decided to keep it. When the real owner arrived, she allegedly refused to return the animal and responded by tossing the terrified pet out the window. Such an act displays a reckless disregard for life and a disturbing willingness to use violence against a defenseless creature.

Ukraine’s anti-cruelty statutes allow for imprisonment and fines, yet meaningful enforcement is essential if these laws are to deter future crimes. Dear Chief Prosecutor Kravchenko,

Police records indicate that a woman in Nemishaieve allegedly threw another person’s dog from a fourth-floor window rather than relinquish the pet. Although the animal survived, the reported incident could have resulted in catastrophic injuries or death and appears to fit the definition of cruelty under Article 299 of the Criminal Code.

Purposefully endangering an animal at such a height seemingly shows extreme indifference to suffering and public safety. Acts like this, if left lightly punished, risk emboldening further violence against both animals and people. Ukraine’s animal-protection laws exist to address precisely this type of reckless brutality.

We respectfully urge the Kyiv Region Police to work closely with prosecutors to seek the highest penalties permitted by law, require a lifetime ban on animal ownership, and mandate psychological evaluation and treatment for the accused. A decisive response will send a clear message that cruelty has serious consequences and that the welfare of all living creatures matters.
