Goal: Secure maximum prison term, heavy fines, and a lifetime animal-ban for whoever glued pigeons to a wall.
A horrifying discovery was made beside a residential car park: four pigeons stuck fast to a smear of industrial glue, their feet trapped so completely they could not flap to freedom. Volunteers who arrived on scene said the birds’ feathers were matted, their bodies injured, and three full feet of sticky adhesive coated the wall where they had struggled for hours. Police have reclassified the incident as suspected animal abuse, but no arrests have yet been made.
Under Hong Kong’s Prevention of Cruelty to Animals Ordinance, willful acts that inflict unnecessary suffering are illegal. Yet someone applied glue over a wide surface—an action suggesting intent to trap and torment wildlife. Without urgent accountability, the individual responsible may escape meaningful punishment, and copy-cat attacks could follow.
Justice demands a forceful response. A strong prosecution, the harshest penalties available, and a court-ordered prohibition on keeping or handling animals would affirm that cruelty toward birds—or any sentient being—will not be tolerated. Dear Secretary Lam,
Four pigeons were recently discovered adhered by their feet to a wall coated in industrial glue. Rescuers found extensive adhesive—about one metre in length—suggesting deliberate placement rather than an accident. The birds were so firmly stuck that volunteers had to peel them off, and injuries were documented to feathers and skin.
This perpetrator inflicted prolonged pain and fear in violation of Hong Kong’s Prevention of Cruelty to Animals Ordinance. This case also poses a public-safety concern: toxic glue left in a common area endangered wildlife and residents alike.
We respectfully urge the Department of Justice to pursue the highest possible charges, seek a sentence that includes incarceration and significant fines, and request a lifetime ban on the offender owning or caring for animals. A resolute prosecution will deter further cruelty and demonstrate Hong Kong’s commitment to protecting even its smallest, most vulnerable creatures.

There are a lot of crappy people and there are a lot of good ones who rescue and care for animals.It is never all or nothing. I sign every day for plenty of horrible and sadistic people in the US.
Agree. Calling out a country is not good, like you said at least half, if not more of petitions I sign are about the crap that goes on in the USA. Animal cruelty anywhere needs to stop and only severe punishment everywhere will help end it.

What the frack is wrong with these people? Such perverse and sadistic violence towards gentle and vulnerable birds is ugly and unacceptable. While there are crappy people there, there are also good ones, though the laws for nonhuman animals are weak and inadequate to say the least. Even in the US, I am tired of the wimpy ‘cruelty to animals’ charge even when they are tortured and/or killed.
Only someone with a warped and truly evil mind could do something like this. To take pleasure from an innocent animal’s suffering is depraved. Find whoever did this and glue his body to a wall and let it rot.

I strongly support an action against these disgusting asshats who did this unspeakable act of cruelty to these innocent pigeons who did absolutely nothing to deserve this heinous treatment! That being that the same thing be done to them! Strip them naked, glue THEM to a wall with industrial strength glue, full body, and see how they like it. Should be part of their sentence. Then, when their time is up, peel them off the wall and have their skin torn off with them. Oh, too cruel??? What about what THEY did to those poor pigeons?

The only punishment that is appropriate for any act of animal cruelty is to do the same thing to the perpetrators as they did to the animal.
Find these bastards and strip them naked and glue THEM to a wall. Face them inward so their dicks are glued and have to be extremely painfully peeled off, leaving all their pubic hair and flesh and maybe their entire dicks stuck in glue so they have to be cut off. Leave them there for HOURS. In fact, forget to go back for them.
