Target: Stephen A. Zappala Jr., District Attorney of Allegheny County, Pennsylvania
Goal: Impose the toughest possible sentence, fines, and a lifetime animal-ownership ban on the caretaker who reportedly left a chained dog to suffer a shattered leg.
A crying pit bull was allegedly discovered tied to a fence during a downpour, so drenched and skeletal that police could clearly see his ribs and spine. Officers reportedly noted a gruesome injury to his back leg—later deemed so severe that veterinarians had no choice but to amputate. According to the criminal complaint, the dog’s caretaker admitted the animal had been limping for two days but never sought medical help.
Investigators say this dog endured prolonged agony: exposed to cold rain without shelter, tethered on a chain too short to move freely, and forced to bear the weight of a broken limb. Pennsylvania law requires appropriate veterinary care, adequate housing, and protection from the elements—basic standards that were apparently ignored.
When alleged neglect is so extreme that an innocent animal loses a limb, only the maximum jail time, steep fines, and a permanent prohibition on owning animals will deter future cruelty and reaffirm that the justice system values sentient lives. Anything less risks normalizing torment as a mere mistake. Sign below to demand a strong judicial response.
PETITION LETTER:
Dear District Attorney Zappala,
Pittsburgh police reportedly found a tan pit bull chained to a fence in heavy rain, shaking, emaciated, and unable to bear weight on a severely injured hind leg. Veterinarians later amputated the limb because of advanced trauma. Court documents state that the dog’s caretaker acknowledged seeing him limp for days yet never sought treatment.
Pennsylvania’s animal-cruelty statutes exist to prevent precisely this sort of prolonged suffering. Leaving a dog exposed to cold weather, denying shelter, food, or urgent veterinary care, and allowing an open fracture to fester are actions that, if proven, meet the threshold for aggravated cruelty.
We respectfully urge your office to pursue the highest charges and to recommend the maximum penalties allowed by law, including incarceration, substantial fines, restitution for medical costs, and a lifetime ban on possessing animals. A decisive sentence will send a clear message that Allegheny County will not tolerate the abandonment and maiming of defenseless companions.
Sincerely,

Why do you refer to the monster as a caretaker? That’s a vile monster no caretaker here.
This person should never ever ever ever be given a dog or any form of animal to him
