Demand Justice for Cats Allegedly Left to Starve in Feces Filled Storage Room

Target: Paul Lam SC, Secretary for Justice, Hong Kong Special Administrative Region

Goal: Pursue the harshest legal penalties and revoke public contracts for the parties reportedly responsible for locking dozens of cats in a filthy, airless room.

Volunteers with an animal‑welfare group reportedly pried open a sealed storage room and were met by a rush of more than ten terrified cats. The felines had apparently been shut inside for days without food, surrounded by piles of excrement and choking ammonia fumes. Many animals allegedly suffered inflamed eyes, skin problems, and severe hunger, fighting over scraps pushed through the door’s gaps.

According to witnesses, the storage unit—part of a public‑housing estate—was managed by an outsourced cleaning contractor. Residents claim they had alerted authorities for months about roaming, un‑neutered cats and suspected profit‑driven breeding, yet no decisive action was taken. Police have now arrested a 44‑year‑old contractor on suspicion of animal cruelty, and the Agriculture, Fisheries and Conservation Department has taken the cats for examination.

These disturbing allegations highlight apparent gaps in both enforcement and oversight. Sign below to demand a strong prosecutorial stance to deter future neglect and to terminate any contracts linked to such alleged abuse.

PETITION LETTER:

Dear Secretary Lam,

Recent reports from Wu King Estate describe a scene of profound suffering: more than ten cats were reportedly discovered locked in an unlit storage room, standing in their own waste, short of air, food, and clean water. Volunteers stated that the stench of ammonia was overwhelming and that the animals fought desperately over limited rations slid under the door. A contractor managing the unit has been arrested on suspicion of cruelty.

These allegations, if proven, reveal not only individual negligence but a systemic failure of oversight within public‑housing operations. Residents had apparently issued multiple complaints, yet no intervention occurred until volunteers documented the crisis.

We respectfully urge the Department of Justice to prosecute all verified offenses to the fullest extent permitted by Hong Kong law, including seeking imprisonment, fines, and a lifelong ban on keeping animals. We further ask that your office coordinate with relevant agencies to ensure any public contracts held by culpable parties are revoked and that stricter inspection protocols are enacted to prevent similar tragedies.

A forceful response will help safeguard vulnerable animals and reaffirm Hong Kong’s commitment to humane treatment.

Sincerely,

[Your Name Here]
