Cordell Gignilliat, 26, was arrested and charged with three counts of animal cruelty after an police investigation. “Ziggy is just 11 months old and was rescued from her home on Nelson Street on Wednesday, after Webster police arrested her owner, Cordell Gignilliat. Officials said Ziggy has suffered “extensive medical issues” and is in need of care expected to cost upward of $6,000. The dog also suffers from anxiety and recently began having seizures, said Webster Police Chief Michael Shaw, adding Tufts will need to run tests including an MRI and EKG.”
