Police were dispatched to an apartment complex after a witness reported seeing Blair kicking Bruno repeatedly and yanking his leash, lifting the puppy off the ground. Video evidence of the alleged abuse was reviewed by the authorities, leading to Blair’s arrest for alleged animal abuse in the second degree and disorderly conduct.

Despite the apparent severity of the incident, Blair was released on his own recognizance and is awaiting arraignment. The puppy, Bruno, was initially turned over to Blair’s girlfriend but has since been placed in the custody of Multnomah County Animal Services.
