    Why do those in charge keep allowing this psychotic POS to adopt dogs??? Make sure this vile, deranged, depraved piece of human garbage is banned rom ever owning another dog for the rest of his miserable life.

    • That was my thought, how is he getting the dogs? We really need a national animal abuser registry and anyone on it cannot get an animal. Continually abandoning dogs is an abuse, McNeal would be a registered abuser. He needs a mental eval too.

  4. I agree with Jo that we need a Nations Animal Abuse Registry! Crimes against animals happen and go unpunished. The law does not do its job of protecting those who are innocent but an’t fight for themselves. America is the land of law but no justice. However, every time an animals is the victim of a crime and the person guilty is registered in a national data base, it would deter others as it follows you throughout your life. It makes you a constant criminal. At 23 this man needs a life long ban so he can never own, work with, or be near or around animals. Those two things would stop this creep from hurting others as next time it would mean prison. He deserves no less than prison! Prrison or a mental institution.
