In North Carolina, dogs endure severe neglect and cruelty, chained or confined outdoors in extreme weather without adequate shelter, food, or water. PETA’s Community Animal Project fieldworkers frequently encounter such cases, providing necessary aid and urging owners to allow their dogs to live indoors or be adopted by more compassionate families. Unfortunately, the state’s existing laws are inadequate, leaving these animals vulnerable to suffering from heatstroke, hypothermia, starvation, and more.
At least 65 municipalities in North Carolina have implemented measures to ban or restrict 24/7 dog tethering, including Raleigh, Chapel Hill, Burlington, and Asheville. However, these piecemeal regulations are insufficient. A strong, comprehensive statewide law is essential to protect dogs from this form of neglect and cruelty. The law must mandate proper shelter, access to clean water, and appropriate food for all dogs, effectively banning the continuous chaining or caging of dogs outdoors.
Daphna Nachminovitch, senior vice president of cruelty investigations for PETA, emphasizes the urgent need for robust legislation to prevent such inhumane treatment of dogs and ensure that those responsible for such neglect face significant consequences. Take immediate action.

Why would you have a dog, if you are just going to chain it outside?
What a low life thing to do! Chaining needs to be against the law, world wide for all animals. What a nasty, disgusting monster you are, if you chain an animal!
Would you want to live out side on a chain? No? Then why do it to your dog? Dogs on chains can not protect you or warn you of fire. Why buy a dog unless you need to watch a dog suffer the elements due to your mental state? Dogs are meant to love. They give love and adore receiving love. Dog do many wonders for their owners if given the chance. If you were chained outside your home by your mother, you would grow up to be an idiot. We are taught by our relationships. Read the wonderful books on the humanness of dogs and other animals. To chain a dog is to disrespect the animal. To chain a dog is to deny love. To chain a dog is to show yourself as incompetent of the beautiful times that make life worth living.
