It appears Foster had a lapse? You stated a lapse of responsibility? Okay, let’s give her a lapse of prison! Maybe that will wake her up. Both people should suffer the way these horses suffered at their hands. Hopefully they will be made to pay for medical expenses incurred to heal the horses. People such as this are not responsible but they are both accountable!!! If there is trouble there are options. People and agencies will help. To deny food, water, and to clean up waste is part of care needed for horses. If they didn’t know that much they should never have had horses in the first place.
What could USA laws do if it were human ??? Same should apply to all life !!! O great USA !!!
