Target: Jay Inslee, Governor of Washington State
In Washington state, a chilling gap in the legal system allows perpetrators of animal cruelty to escape with minimal consequences. This legislation, House Bill 1961, seeks to remedy this by reclassifying all forms of first-degree animal cruelty as a more severe offense. The necessity of this change became evident with the discovery of six dogs in Yakima County, all exhibiting signs of severe mistreatment.
House Bill 1961 aims to address the current law’s inadequacies, under which judges have considerable latitude in sentencing, resulting in inconsistent and often lenient penalties for appalling acts of animal cruelty. In its current state, only acts involving sexual conduct with animals are classified as severe offenses. This disparity in sentencing fails to recognize the equally grave nature of other forms of cruelty.
The demand for this legislative change is not only a matter of justice but a moral imperative. As individuals who care deeply about the well-being of animals, it is our responsibility to ensure that every act of cruelty is met with a proportionate legal response. This bill’s passage would send a clear message that society does not tolerate such barbarity. We implore you to support House Bill 1961, ensuring that all forms of first-degree animal cruelty are recognized for the serious offenses they are.
PETITION LETTER:
Dear Governor Jay Inslee,
We are reaching out to urge you to support and implement House Bill 1961. This critical piece of legislation is essential for closing a significant gap in our state’s legal framework concerning animal cruelty. The bill’s purpose is to reclassify all forms of first-degree animal cruelty as a more severe offense, thereby ensuring that perpetrators face appropriate legal consequences.
Recent incidents in Yakima County, where six dogs were reportedly found in horrific conditions, highlight the urgent need for this change. The current law’s limitations, offering judges broad discretion in sentencing, result in inconsistent and insufficient penalties for heinous acts of animal cruelty. By passing this bill, Washington state can establish a clear and consistent framework for sentencing, reflecting the gravity of these crimes.
We implore you to consider the moral obligation we hold towards defenseless animals. By supporting House Bill 1961, you have the power to ensure that all forms of first-degree animal cruelty are met with the severity they deserve. This bill is not just a legal reform; it is a statement of our values as a society that stands against cruelty in all its forms.
Sincerely,
[Your Name Here]

This is something this state really needs to address. We see terrible animal abuse here with no consequences. Poaching is rampant, harassing wildlife is common, people treat pets like disposable pens. All because there are rarely any consequences or accountability for violating what animal welfare laws we do have, and when there are consequences they are laughable. Get it together, tougher laws and way more enforcement, let’s take this issue seriously for a change.
Bill 1961 needs to be employed in this state and ALL states. Animals abuse is out of hand and perps take advantage of softer laws. If we do not make abuse unattractive to perps they will continue. Living beings such as animals and children have no chance against these mentally challenged people.
All states need this bill!
All states need tough enforcement and tough laws!
It doesn’t just stop as it begins with animals and moves to more horror to children, women, and we become victims of madness.
