This young man of 19 should be charged as an adult. His parents should be charged as well. They must have seen their son was not mentally well. Bring both the teenager and his parents to a court of law and let a jury decide what needs to be done. What kind go kids are we raising? How could anyone do something to a puppy and watch them die in agony? It’s beyond human understanding.
