This was a horrific act of cruelty. If he is proven guilty he should be punished to the fullest extent of the law and he should lose his right to ever own another animal.
An animal hanging from anything by the hands of it’s owner is unacceptable…in this case, awful. He/she needs to take responsibility for this act of gross neglect and move forward to make sure it will NEVER happen again.
