Target: John McColgan, Prosecuting Attorney for Saginaw County, ME
Goal: Hold accountable those allegedly responsible for cruelty to animals resulting in a dog’s broken femur and amputated leg.
Animal cruelty should never be tolerated, yet shocking allegations have emerged against the Saginaw County Animal Care & Control regarding the treatment of vulnerable animals in their care. Reports indicate that Director Rachel Horton failed to provide proper medical care for two injured dogs—Tahoe and Zamboni—who were left in distress for extended periods, including over three months for Tahoe, who suffered from a broken femur. Despite offers of free veterinary assistance, the agency reportedly neglected to act, allowing Tahoe’s condition to worsen until a volunteer took action, leading to amputation. The painful suffering seemingly endured by these animals is inexcusable and demands immediate attention from authorities.
Further disturbing claims include allegations of improper euthanasia practices, with untrained staff being allowed to administer lethal injections, violating both law and the safety of other animals. Veterinarian Dr. Joseph Kline, after raising this serious concern with Horton, claims he faced retaliation and subsequent dismissal for blowing the whistle on these unlawful practices. The fact that funds solicited for animal welfare are reportedly being diverted to public relations efforts rather than addressing these critical issues raises even more concerns about management practices at the agency responsible for protecting animals.
It is imperative that the Saginaw County Prosecutor’s Office thoroughly investigates these allegations and pursues appropriate punishments for those allegedly responsible for the suffering and neglect of Tahoe, Zamboni, and potentially other animals. The demand for justice is clear: Ensure that all individuals involved in this alleged neglect and mistreatment face the consequences as dictated by animal cruelty laws, and take immediate steps to improve conditions for all animals in care.
PETITION LETTER:
Dear Prosecuting Attorney Colgan,
The allegations of animal cruelty and mismanagement at Saginaw County Animal Care & Control are both shocking and deeply concerning. Reports suggest that two dogs, Tahoe and Zamboni, were subjected to prolonged suffering due to neglectful practices that led to their untreated injuries. Tahoe was allegedly left without proper medical attention for over three months, despite the offer of free surgery from a veterinarian, culminating in the tragic amputation of his damaged leg. This kind of neglect is not only inhumane but also unacceptable for an organization that is entrusted with the welfare of animals.
Furthermore, allegations have emerged regarding unauthorized euthanasia practices, where untrained staff administered lethal injections in violation of state law. Dr. Joseph Kline, a veterinarian closely involved with animal care at the facility, claims he faced retaliation after raising concerns about these practices, illustrating a severe lack of oversight and responsibility.
Immediate action is necessary to ensure that those responsible for the alleged cruelty and mismanagement are held accountable under Michigan’s animal cruelty laws. This can no longer be tolerated, and we demand a thorough investigation followed by appropriate punishment for those involved, thereby ensuring that the welfare of all animals in the care of Saginaw County is protected.
Sincerely,

These turds need to be flushed out as they seem to be ‘legally’ enjoying the suffering that they impose on innocent animals. Not just so-called vets but slaughter houses ( should be named murder houses) as that is what they are.
How about supposed ‘dog trainers??? Dog groomers. Not all but many who enjoy
Making the dogs yelp and cry out whilst forcing the combs through matted hair instead of using gentler treatment or a larger spaced comb!! How do I know? I used to do voluntary work at one or two of these establishments. Even the supposed world famous CRUFTS have horrendous cruelty that goes on behind closed curtains if the innocent dog does not perform correctly. And yet again here, the great God MONEY rules all.
Animal abuse, torture and murder is world wide. The only way to put a dent in any of this is for designated Vigilante groups to operate across the globe. This has got to happen, although hopefully it may be happening right now. An ‘eye for an eye’ justice must prevail.

I can’t wait for that day to come when ALL animal abusers, be they vets, so called “shelters”, dodgy breeders or anyone harming an innocent animal gets what they deserve. It’s NEVER going to happen if it’s left to the so called Justice System….a lily livered bunch of highly paid idiots…..
