They said in the article that they are at a vets! He looks like my ex drug addict neighbor whose house was condemned. He killed a small dog and starved other dogs. SPCA and local police did nothing until I threatened them and the Borough to sue them. Also a cat was left behind form other druggies living there. We took her in Opal. People suck they torture animals and also dump them. I have too many rescues and am feeding 6 strays right now outside.
