Goal: Mandate psychological treatment for kids who commit acts of animal cruelty, to protect other animals and people.
It was over a year ago that Buddy the dog was found near death, with an extension cord tied around his neck and covered in burn marks from having been set on fire. The alleged perpetrator of this heinous crime: a 12-year-old Mississippi child. While this would typically be considered a felony punishable by up to three years in prison, children under 12 cannot be charged with a crime or evaluated according to Mississippi state law.
In the wake of much public outrage, officials created Buddy’s, law which went into effect on July 1st of 2022. According to Buddy’s law, any child convicted of torturing animals is required to receive psychiatric evaluation and treatment. Not only will this law protect thousands of animals from abuse, it will also possibly save the lives of many people, as there is a relatively well established link between animal abuse and later acts of violence towards humans.
Sign this petition to demand Buddy’s law be passed on a federal level and hold abusers in all states across the U.S. accountable for their crimes.

Dear Secretary Vilsack,
Buddy’s law was recently passed in Mississippi after Buddy, a family dog, was found with an extension cord tied tightly around his neck and covered in burn marks. This terrible crime was allegedly committed by a child who, under the age of 12, couldn’t be charged with a crime or evaluated by the state.
Buddy’s law changes this. According to the law, any child convicted of torturing animals is required to receive psychiatric evaluation and treatment. Not only will this get children the help they need, it will also likely save animals and even other people. The correlation between early childhood acts of animal abuse and later acts of violence towards humans is relatively well-established, and perpetrators of crimes towards animals are typically capable of much more.
We are asking you, Mr. Vilsack, to encourage Buddy’s law to be passed on a federal level as an amendment to the Animal Welfare Act.

I agree with a lot of what has been posted here except jail time for this future career criminal. Juveniles like this should be institutionalized until they’re 18 and then monitored for 5-10 years thereafter. 1st order of business would be an ass whooping at home though… you cause pain, you get pain.

I agree with the ass whooping… I’m 66…the oldest of 8 kids…we all got an ass whoopin when we did wrong..didn’t hurt a one of us..but this is sickening! Not long ago there was a man who did the exact same thing. I wonder if this boy is seeing others do it and wants to try it too. Adults don’t realize the wrong they do is seen by children who try to emulate them..they think it’s cool. But for children to harm an animal like this just makes no sense, kids usually love animals. But if he has a mental issue, or a serial killer in the making..he needs help, and off the streets asap.

This child should be locked away. Till he or she becomes of age. They will do nothing good in their life if at the age of 12 they are causing sufferable pain to animals almost killing them. Then I guess the laws need to be changed. AT the very least this child should be admitted to a children’s home for disturbed children and get the help he/she needs. This kid deserves to have his ass kicked at the least. That said, child protective services will be waiting to arrest the parents should they discipline him. This budding little criminal will likely have no consequences whatsoever as that is the way our backwards laws work. Protect him now so he can torture animals & people later. Just disgraceful.
I disagree with this law. I also don’t believe that this innate evil in this kid can be changed with behavioral counseling. He should receive jail time as an adult. Train the parents before it’s too late. Full punishment & heavy fines are in order.

It is very difficult to read this,see this, and not know what happened to this poor dog. Please provide an update. Furthermore, this petition is very important, for a 12 year old to do this to an animal is only one step away from being an 18 year old doing this to a human.
I don’t care if the child was 3, if he was able to light this poor furry on fire & hang him he should be punished to the fullest….he knew what ge was doing, no slap on the wrist for this one….lock him up!!
I think the kid is too far gone to rehabilitated. They should be eliminated from society, I believe by hanging. A person this deranged is an extreme danger to everyone.

Would say, the parents need also to keep responsable!!! They missed their responsability to teach the kid correct animal treatments. I wonder if they train/-trained the boy with a whip. Then they are even to held accountable for kids cruelity. In this case, no wonder tries the kid to feel ‘strong’ to show such horrible cruelity against a weaker living being. So much more he needs help to get over his own trauma. Then he will honor ALL kind of all the livings.
