Goal: Seize abused and neglected horses from owner who allegedly mistreated them.
The horses under Kathie Digilio have been documented to be abused and neglected for years, but nothing has been done to save them. Although Digilio is a licensed veterinarian, the horses on her property have reportedly shown prolonged, clear signs of neglect and malnutrition, which demonstrates her unwillingness to give them proper care. Urge law enforcement to rescue the abused animals and finally place them in loving homes.
Neighbors have reportedly witnessed many of the horses’ healths decline over long periods of time and claimed that some horses were deprived of hay, had open, untreated wounds, and were forced to wear buckets attached around their muzzles to prevent them from drinking water. Digilio had been reported to the SPCA numerous times over the years, and documentation shows over 187 pages of reports and nearly 1,000 pieces of photographic evidence. However, law enforcement has failed to act on recommendations of seizure despite the massive pile of incriminating evidence that clearly show horses under distress and in poor health. Many volunteers have even stepped forward to foster or adopt the horses, so there are safe and loving homes waiting for them.
These horses don’t deserve to suffer any longer. Please sign this petition to remove all the horses from Digilio’s possession immediately.

Kathie Digilio has reportedly been neglecting and abusing the horses on her property for years, but nothing has been done to save them. Neighbors claim to have seen the horses suffer blatant acts of abuse. Some horses were allegedly forced to wear buckets around their muzzles to prevent them from eating and drinking. Others had severe wounds that were claimed to be left untreated. Eyewitness testimony is not the only evidence supporting Digilio’s animal abuse, however. Multiple reports were filed to the Houston SPCA, so why wasn’t anything done to save the horses? Digilio’s case has been carefully documented with dated photographs and notes from numerous visitations. There is more than enough evidence to not only remove the suffering horses from her property, but also charge her for acts of animal cruelty and abuse.
I am urging you to rescue the horses owned by Digilio immediately. Law enforcement has allowed this abuse to continue for far too long. It’s time to rescue these horses and give them the proper treatment and care they rightfully deserve. Digilio does not deserve her veterinarian license or the right to own any more animals in the future.
