FDOT’s top attorney admits forging signatures

TALLAHASSEE — The Florida Department of Transportation’s top attorney admitted forging the signatures of other agency staffers on official state documents without their consent and was accused of backdating policy changes tied to the collapse of the Florida International University footbridge that killed six people.
The allegations were the subject of a June 15 inspector general’s report in which FDOT general counsel Erik Fenniman admitted he forged other department employee signatures as part of a broader effort to protect the department leadership and the governor.

Speaking to investigators, Fenniman admitted signing other employees’ names to official documents, according to the IG report. He should have signed his own name to the documents, he told investigators, but said that it’s common practice for him not to because any mistakes made by the general counsel could have political repercussions for FDOT Secretary Kevin Thibault or Gov. Ron DeSantis.
