Shelter Animals Reportedly With Untreated Tumors, Infections and ‘Jaw Rotting Out Waiting to Die’ Deserve Justice

Goal: Charge already-accused animal abuser with additional counts in alleged neglect of 109 shelter animals.

A Kentucky “no-kill” animal shelter advertised as “the best kept-secret in animal welfare” allegedly became a torture chamber of animal cruelty and death for over 100 defenseless cats and dogs. Authorities responded to multiple complaints of reported negligence and abuse at Elliot County’s Trixie Foundation Animal Shelter. On the premises, they reportedly discovered scores of suffering animals living in seeming squalor with horrid infections and tumors, some barely alive, requiring immediate euthanization. About eight already-deceased animals were apparently found in the shelter’s freezer, stored next to food, an inexcusable disposal the owner attributed to a “high workload.”

Rescue volunteers sadly report that more animals will likely need to be euthanized because of their advanced health deterioration. A harrowing description of one of the dogs symbolizes the grave conditions these animals apparently endured: “she is beyond filthy, she is matted, she has advanced, advanced dental disease, it looks like her jaw is literally rotting out, she is blind and she is deaf, and she is caked with mud, so this little one was been laying there, waiting to die.”

The worst part of this tragedy is that it may have never happened if the broken legal system had done its job sooner. In 2018, shelter owner Randy Skaggs was charged with over 300 counts of animal cruelty and related charges, with his trial scheduled to take place in June. In this interim time, Skaggs was allowed to continue putting hundreds of animals at risk by operating the shelter, and now here we are. Even today, Skaggs is a free man, as he was only cited by authorities, not arrested.

Sign this petition to demand justice for all the animals that have reportedly fallen victim to pervasive animal cruelty permitted and enabled for far too long.

Dear Mr. Lewis,

Would you let a man accused of hundreds of counts of domestic violence to run a battered women’s shelter? Would you be fine with employing an under-suspicion pedophile at a daycare center? The answers to these questions seem obvious. Yet, for the past two years Elliot County allowed Randy Skaggs, a man awaiting trial for 300-plus counts of animal cruelty and related charges, to operate the Trixie Foundation Animal Shelter. Now, this man may have hundreds more “incidents” added to his tally.

The 109 cats and dogs rescued from Skaggs’ “no-kill shelter” deserved the top-notch care this man promised, but instead they reportedly received tumors, infections, and the supposed care of being dumped in a freezer when they finally succumbed to their apparently miserable conditions. Why was this man not arrested? Why was he not restricted from potentially putting more animals in danger in the first place?

You must do better, for these survivors and for all future victims of cruelty. Please charge and prosecute Randy Skaggs to the fullest extent of the law.

    Disgusting. Do something now! This abuser has no right to be near animals. If something would have been done sooner, these animals would not have suffered and those that are dead in the freezer would be alive. While this abuser’s actions are sickening, what’s really disturbing is the fact that this could have been prevented a year or more ago. More animals had to die and suffer because of poor judgment on human’s parts and a broken justice system. Disgraceful and shameful.

  7. Kentucky has to drastically step up in relationship to animal welfare. I believe it’s one of the worst states in the country in terms of the care and welfare of animals and this is a glaring example of that. The treatment of these animals in a so called, “shelter” is inexcusable. Close this horrible place down, and prosecute it’s owners.
