Repair Electrified Manhole Covers That Shock Dogs

Goal: Inspect and repair all electrified manhole covers that shock dogs, causing burns and other injuries.

A dog suffered burns to his paws and belly when he stepped on an electrified manhole cover in Chicago’s River North neighborhood. He is not the first animal to succumb to these malfunctioning covers, prompting concern from local pet owners. Demand that all electrified manhole covers be inspected and repaired immediately for the protection of animals.

“In a split second he was spread eagle, all the way down, belly partly on the manhole cover, completely on the ground screaming. I had never heard him scream like that,” stated Jeff Fines regarding his 4-year-old dog, Earl. The Jack Russell terrier is not the first to suffer injuries after stepping on malfunctioning electrified manhole covers in the city. Other accounts have described dogs being subjected to the currents for as long as 20 minutes. Even Fines felt the electricity when he touched Earl, and he expressed concern regarding the elderly and young children in the area who could be most vulnerable to injury.

Something must be done to either repair or replace these manhole covers before another animal gets hurt. Sign below and demand that Chicago do a full inspection on all manhole covers and seek out safer solutions to this ongoing problem.

Dear Commissioner Biagi,

Multiple dogs have suffered burns and other injuries after stepping on malfunctioning electrified manhole covers. One dog in particular had blisters on his paws and belly, his owner even claiming to have felt the electric charge upon contact. Other animals have collapsed upon the covers due to the immense shock, leaving them exposed to the current for minutes at a time.

So far, at least two of the city’s manhole covers have caused injuries in River North and Lakeview. This is unacceptable. Protect Chicago’s animals and people by inspecting all manhole covers and replacing those that are malfunctioning.
