Speed Up Ban on Abusive Animal Breeders and Sellers

Target: Lesley Griffiths, Minister for Environment, Energy and Rural Affairs, Wales

Goal: Grant animals swift legal protection against abusive breeders and sellers.

Dogs, cats, and other animals are without protection from cruel breeding practices due to a lack of breeding restrictions and enforcement in Wales. A new law protecting domestic pets from abusive breeders and eliminating third-party sales of illegally bred animals will soon come into effect in England, but Wales remains unprotected. Lucy’s Law, named for a Cavalier King Charles Spaniel called Lucy who died in 2016 after being abused on a puppy farm in Wales, is a landmark piece of legislation which will cut off routes to profit from animal misery by both criminal breeders and pet store owners and it must be implemented to protect all animals.

Current laws require people who breed more than three litters a year to register as breeders and undergo certification and inspection with their local authorities, but animal rights activists say this is too little. Lucy’s Law would close a myriad of loopholes which give illegal breeders opportunities to profit from abusive practices like caging and international smuggling. However, it will only help if it’s brought into force, and the Welsh Government has not yet announced its intention to enact the law and protect vulnerable animals.

The delayed introduction of Lucy’s Law will only provide further time and opportunity for abusive animal breeders and dealers to continue to inflict misery. While your colleagues in England have already announced the enactment of the law to widespread praise from the Royal Society for the Protection of Animals and other animal rights groups, your government has not yet committed itself to a fixed date for the introduction of this badly-needed law.

I urge you and your colleagues to quickly enact this crucial legislation for the benefit of vulnerable domestic animals in Wales and to set an example to the rest of the world for how political will can be used for good.

  2. Needs to be punished under the new anti-cruelty law that President Trump signed into effect in November 2019 which makes it a federal offense to abuse ANY animal and is punishable by IMPRISONMENT!!!

    All these money hungry breeders and sellers are the monsters who must be brought to Justice and put to death. An eye for an eye.
    Let these lowlife monsters from hell suffer in agony the same as their defenceless and innocent victims endured.
