Urge Harsh Punishment for Cat Abuser

Goal: Urge the court to order harsh punishment for extreme cat abuser

Animal abuse is a rampant issue in the United States, and their abusers rarely see justice in the courts. Recently a Montana man was investigated and charged with multiple counts of animal cruelty. Douglas Billman, a Butte, Montana resident, was investigated on charges of cat hoarding. Billman was living at a rented home with around 80 cats, and he failed to provide the animals proper care according to the Montana Standard. The poor creatures were forced to live alongside the carcasses of dead cats, and feces filled the home.

Most of the cats are being cleaned and examined by veterinarians. Unfortunately, some of the animals that were found in his house were in such poor condition that they had to be euthanized. According to the American Society for the Prevention of Cruelty to Animals around 1.4 million cats are euthanized every year. Many of these unfortunate instances involve rescue animals examined by veterinarians and deemed too sick or injured for successful recovery.

After he was arrested by police at his rental house, which belongs to his mother, Billman was released later that same day upon posting a $17,000 bond. Billman is facing seven felony counts of animal cruelty and could possibly face additional charges in court.

Oftentimes animal abusers are not given harsh punishments which unfortunately allows them to continue committing acts of cruelty. Please sign the petition below to urge the Butte Justice Court to give this cruel cat abuser a heavy sentence to ensure that he does not repeat his crimes.


Dear Justices Krueger and Newman,

Animal cruelty is an issue that is generally not looked on with the severity that it deserves. Perpetrators are not given harsh sentences, often merely paying a small fine and continuing to commit their violent acts. There is no place for animal cruelty in society, and it should be reprimanded as harshly as possible to prevent it from reoccurring.

A recent animal abuse case in Butte was so awful that the officials responding to the scene had to wear protective clothing. The home in question was filled with dozens of cats, living and dead, in such terrible filth that it posed a danger to human and animal health alike. Please see that Douglas Billman–a man accused of abusing 80 cats–is given a heavy sentence in order to prevent him from committing any further acts of animal cruelty.
