Capture Person Who Stuffed Malnourished Dog Into Suitcase to Die

This is the action of a person who wishes to do an animal harm in the worst way possible and they deserve to be punished as harshly as the law will allow. Ask the New York City prosecutor to pursue punishment to the fullest extent of the law when this person is caught—their actions reflect a dangerous and frightening tendency toward violence and their punishment should reflect that.
