Stop Police Harassment of People Who Report Animal Abuse

Goal: Crack down on corrupt police who harass and lay false charges against citizens who report animal abuse.

Animal welfare activists in India are reporting being harassed by police after reporting animal cruelty crimes. According to the Animal Welfare Board of India (AWBI), several of their Honorary Animal Welfare Officers (HAWO) — volunteers across India who have registered to collect information and blow the whistle on rampant animal abuse in the country — are receiving backlash from local police. The AWBI has sent letters to police across all states urging sensitivity training and asking them to start taking crimes against animals more seriously.

According to Ravi Kumar, secretary of AWBI, baseless charges have been laid against HAWOs who go to the police with findings of animal cruelty. This is reportedly due to the corruption of police officers, who are said to be paid off by organized crime groups. Kumar stated that this trend “motivates and encourages criminals who undermine the law with impunity.”

Animal cruelty in India is rampant, and until police take it seriously, it will continue. These cases include attacks against stray dogs on the streets, improper transport and handling of cattle, and more. In a letter to the Director General of Police, secretary of the Animal Welfare Board of India Ravi Kumar stated that Honorary Animal Welfare Officers are having false charges laid against them when they report crimes. These honorary officers are taking time out of their lives to get her information on animal abusers and report them, and they should be treated with respect and taken seriously.

Officials suspect that organized crime syndicates are paying police to look the other way about myriad reports of animal abuse, including attacks against stray dogs on the street and improper transport and handling of farm animals. This corruption is unacceptable and must be stopped now. We, the undersigned, urge you to work to weed out this corruption and ensure that police officers are taking these reports seriously.
