Save Dogs from Inhumane Puppy Mills

The inhumane and unsanitary practices in puppy mills make headlines daily. Animal welfare organizations rescue hundreds of sick and dying animals from mills on a routine basis. However these mills are still permitted to operate, often unregulated and with few repercussions.

In 2012, Mayor Michael D. Antonovich and the Los Angeles County Board of Supervisors passed an ordinance to stop the sale of dogs from puppy mills. The ordinance made several significant improvements like closing mills with reputations for abuse, and creating more humane breeding rules for pregnant female dogs and puppies. Furthermore, the ordinance required local pet stores to inform customers of where animals came from.

Unfortunately these ordinances are still rare, and puppy mill standards are largely unobserved in the United States. It is not uncommon for pet stores to sell sick and injured animals without customer awareness. Puppy mills also negatively impact shelters, where thousands of strays are euthanized each year due to lack of adoptions. It is estimated that 15% of U.S. pet store sales come from the state of California. Thus it is particularly important to raise awareness of pet sale practices in this state.

By signing this petition, you can encourage other counties in California to enact legislation modeled after the Los Angeles anti puppy mill ordinance.


Dear California lawmakers,

We are pleased that the recent anti puppy mill legislation in California has raised awareness of animal abuse. However these changes must be replicated in other counties in order to make a widespread and meaningful impact on the US.

As you may know, there are several loopholes that allow puppy mill owners to get away with crimes, neglect procedures, and even allow animals to slowly die while continuing business. While most businesses would be condemned and shut down for illegal activity, puppy mills continue to operate unscathed. These mills will not stop creating problems for animals, pet stores, customers, and shelters until they are held accountable with stricter laws and penalties.

Most shelters are packed to capacity with adoptable animals, while puppy mills force mothers to breed constantly and sell sick and injured animals to uninformed pet store customers. This system is an inexcusable and unsustainable way to handle animals and it can be changed with your help.

The state of California must enact widespread legislation modeled after the anti puppy mill ordinance in Los Angeles. Please use your power to stop the sale of animals from puppy mills.

  3. Each and every time someone purchases a dog from a pet store, breeder, that means another animal at a shelter loses it’s chance to be adopted from an overflowing animal shelter. Never breed or buy while animals at shelters continue to die. Breeders are in the business simply for the money, not the welfare of the animals. Doesn’t matter which state you live in, your local shelter is overflowing with adorable animals that are waiting for a chance for someone to give them a permanent home. Encourage everyone you know to adopt from their local animal shelter. The dogs/cats at the shelters are not there from any fault of their own. They don’t deserve to suffer for the apathy of humans. Spread the word to spay & neuter, spay & neuter, SPAY & NEUTER.

      Thank you, finally another person who like me believes in desexing of animals; I see this as the only way to clear over-crowded animal shelters (long term) and to give EVERY DOG AND CAT the opportunity of having a safe and loving home.

    But if it’s there, then why isn’t there something like HUMAN BABY MILLS???
    At least we can get rid of these 7.5 billion devils.
