Goal: Prevent man who tied down and beat an elephant from being allowed to continue exhibiting animals
Hugo “Tommy” Liebel is notorious for his poor treatment of the animals in his care, but he has still not lost his exhibition license. The license is coming up for renewal before the US Department of Agriculture (USDA), and it is clear what must be done. Sign the petition and urge the USDA not to renew Liebel’s exhibition license.
Liebel has been cited for a myriad of violations pertaining to a number of animals in his care, most notably Nosey the Elephant, who has been beaten, shocked, and neglected; a former employee of Liebel’s stated in an affidavit that another trainer beat Nosey while she was “staked down by all four legs” and unable to move. Liebel has also been fined for tying up Nosey “so tightly she could barely move and denying her necessary veterinary care,” People for the Ethical Treatment of Animals (PETA) reports.
Liebel has also been cited for “keeping spider monkeys in ‘extremely dirty and soiled’ enclosures, leaving a spider monkey tethered dangerously to a pony, and allowing the escape of a spider monkey who was not recaptured for six weeks.” In 2013, he faced a $7,500 fine for his three dozen violations of the Animal Welfare Act.
If Hugo “Tommy” Liebel’s license is renewed, it makes a mockery of the entire licensing process. Do not let a known animal abuser continue to commit crime after crime. Sign the petition and tell the USDA not to renew Liebel’s exhibition license.

I am writing to urge you not to renew the exhibition license of Hugo “Tommy” Liebel. Liebel has accumulated a slew of animal abuse allegations, and he has a record that includes at least three dozen violations of the Animal Welfare Act. He has proven beyond a shadow of a doubt that he neither knows nor cares how to properly look after the animals in his charge, and his repeated violations indicate that he cannot be trusted to change his ways.
The entire purpose of the licensing process is to ensure that people like Hugo Liebel are barred from owning and displaying animals. If Liebel’s license is renewed, it will totally negate the entire purpose behind the Animal Welfare Act.
Please deny Hugo Liebel’s renewal application. A revocation of his exhibition license is long overdue.
