Stop Funding Cruel and Unnecessary Tests On Primates


Target: Dr. Francis S. Collins, Director of the National Institutes of Health

Goal: Retract funding from primate research center cited for multiple violations to animal welfare.

After having been repeatedly found to mistreat animals in its care, a facility has been awarded millions in research funding. The National Institutes of Health has just given over $40 million to the Southwest National Primate Research Center to “continue research programs using nonhuman primates” though 2021. This is despite the center being cited by a federal inspection report earlier this year after the death of an infant baboon and the injury of a female baboon.

Previously, it was revealed that veterinarians at the lab performed a necropsy on a baboon they didn’t know was still alive. Another investigation found monkeys pulling out their hair, infants separated from their mothers and “stressed and underfed” baboons eating rocks and feces. The center was also cited for a young male baboon being found dead, emaciated and covered in scabs, bite wounds and abscesses.

Sign this petition urging the NIH to immediately retract its funding and take punitive action against this inadequate research center instead. Moreover, it should ban the center from keeping and testing on live animals and should concentrate its resources into prioritizing humane non-animal research methods.


Dear Dr. Collins,

I was appalled to hear that the NIH just awarded $40 million to a research center notorious for mistreating the animals in its care. The Southwest National Primate Research Center has been cited multiple times for violations to the Animal Welfare Act. These include staff performing a necropsy on a baboon they didn’t realize was alive, stressed and underfed baboons taking to eating rocks and feces and a dead baboon being found emaciated and covered in bite wounds, among others.

The mistreatment of animals taking place at this facility is not only severe, it is enduring in time, with management taking no action to ensure animal welfare standards are met. For this reason, we urge you to retract the funding given to this facility and take explicit enforcement action against it instead. Moreover, rather than fund more “research programs using nonhuman primates,” the NIH should move with the times and focus on supporting humane non-animal research methods instead.
